Forum ini diproyeksikan menjadi wadah kolaborasi antara pemerintah daerah dan pelaku usaha dalam memperluas intervensi sosial bagi masyarakat kurang mampu.
Rencana pembentukan forum tersebut disampaikan Asisten Pemerintahan dan Kesejahteraan Rakyat Sekretariat Daerah Kabupaten Purbalingga, Suroto, saat bertemu dengan Forum HRD Purbalingga dan sejumlah perwakilan perusahaan di Aula Dinas Perindustrian dan Tenaga Kerja Kabupaten Purbalingga, Rabu (17/6/2026).
Menurut Suroto, kehadiran Forum TJSL menjadi langkah strategis untuk mengoptimalkan implementasi Peraturan Daerah Kabupaten Purbalingga Nomor 10 Tahun 2023 tentang Penyelenggaraan Tanggung Jawab Sosial dan Lingkungan Badan Usaha. Forum tersebut juga akan mendukung gerakan Purbalingga Gotong Royong yang difokuskan untuk mempercepat penurunan angka kemiskinan.
“Melalui forum ini, pemerintah daerah akan menyampaikan berbagai kebutuhan prioritas pembangunan, terutama di 26 desa yang menjadi fokus penanggulangan kemiskinan. Namun demikian, perusahaan tetap memiliki keleluasaan untuk memprioritaskan bantuan bagi keluarga karyawan maupun lingkungan sekitar perusahaan,” ujar Suroto.

Pemkab Purbalingga mencatat angka kemiskinan pada 2025 masih berada di level 12,55 persen. Kondisi tersebut mendorong pemerintah menetapkan 26 desa prioritas yang tersebar di 14 kecamatan sebagai sasaran utama berbagai program pengentasan kemiskinan.
Di tengah keterbatasan kapasitas fiskal daerah, Forum TJSL diharapkan dapat membuka ruang pembiayaan alternatif di luar APBD. Pemerintah ingin membangun sinergi yang lebih luas dengan badan usaha, lembaga pengelola zakat, hingga berbagai pemangku kepentingan lainnya agar intervensi sosial dapat menjangkau lebih banyak masyarakat yang membutuhkan.
Data Pemkab menunjukkan bahwa sepanjang periode 2021 hingga 2025, realisasi program tanggung jawab sosial perusahaan di Kabupaten Purbalingga telah mencapai sekitar Rp4,762 miliar. Nilai tersebut dinilai menjadi modal penting untuk memperkuat kolaborasi yang lebih terarah dan berkelanjutan.
Suroto menjelaskan, regulasi baru yang tertuang dalam Perda Nomor 10 Tahun 2023 membawa sejumlah perubahan signifikan dibanding aturan sebelumnya. Salah satunya, perusahaan tidak lagi diwajibkan menyetorkan dana CSR kepada pemerintah daerah.
Selain itu, mekanisme pelaksanaan TJSL kini dilakukan langsung oleh perusahaan tanpa melibatkan lembaga swadaya masyarakat sebagai penerima, serta tanpa adanya pemotongan dana untuk kebutuhan operasional.
